Richard Osborne

Biographical Profile

Richard was a lifelong resident of the state of Ohio. He was born and raised in the greater Akron, Ohio area in a community known as Greensburg. In his early years, he held a variety of jobs within the rubber industry which was concentrated in the Akron area. Richard joined the US Army Reserves in 1967 and served until being honorably discharged in 1971. He began his career in government as a Police Officer in the City of Tallmadge, Ohio. He worked his way up through several promotions while in law enforcement to the position of Operations Commander for the same city. During this time he not only had the opportunity to work in all phases of law enforcement but was honored by being selected as Accreditation Manager for that police agency. In this capacity, he provided the leadership which allowed that agency to become the first accredited police agency in Summit County Ohio. During his tenure in law enforcement Richard owned and operated several private businesses in addition to his law enforcement responsibilities. Some of those were: a beer and wine carry out, a tavern, thoroughbred racehorses, a bakery/doughnut shop, a construction/rehabilitation company and a real estate management company. After completing a very rewarding career in law enforcement Richard sought the appointment of and subsequently successfully ran for reelection for the position of Treasurer for the City of Tallmadge. During this period he consulted for “Car Temps”, a car rental company located in Solon, Ohio. Also, Richard formed a consulting cooperative with Kent State University, Department of Public Administration and Public Policy. Together they developed and provided a training program for the Summit County Probation Department. Subsequently, the Mayor of the City of Tallmadge asked Richard to become his Director of Administration. He served in that capacity until October of 2007 where; he reentered the consulting field and worked for the City of Streetsboro, Ohio until the summer of 2008. On August 11, 2008 Richard began his service as Manager for Nye County Nevada. He is happily engaged in attempting to utilize his varied skills, knowledge and abilities in bringing new economic growth to Nye County. Richard is a graduate of Malone College in Canton, Ohio and holds a BA in Management. He is married to Carol. He and Carol are parents of seven children and four grandchildren. All of their children are grown and on their own except for one son who is a junior in high school back in Middlefield, Ohio and two daughters in college. Richard is an anxiously awaiting the ability of his family to join him here in Nevada.
